# Governance and Integrity

Governance controls for fair RLY participation and campaign administration.

## Governance and Integrity

Project Rescuecoin administers RescueLoyal (`RLY`) activities through published rules and proportionate verification. These controls protect participants and campaign credibility.

### Governance objectives

The governance framework supports three objectives:

* consistent application of campaign rules;
* proportionate controls against misuse; and
* transparent disclosure of material conditions.

### Campaign administration

Each campaign notice states its objective, eligibility, duration, verification steps, allocation method, available utility, and restrictions. Project Rescuecoin may amend, pause, or end a campaign for security, compliance, fairness, or operational reasons.

### Prohibited conduct

The following conduct is prohibited:

* automated, duplicate-account, or otherwise inauthentic participation;
* false claims, impersonation, or forged evidence; and
* interference with campaign systems, evidence, or other participants.

### Review and enforcement

Project Rescuecoin may investigate suspected violations. It may request supporting information where proportionate to the campaign.

Where evidence supports a breach, the project may withhold RLY recognition, revoke a benefit, or remove campaign access. Enforcement decisions reflect the published rules and the available evidence.
